  2. In a medium bowl, combine flour and sugar. Cut in the butter until the mixture resembles coarse crumbs.
  3. Stir in water, a tablespoon at a time, until the mixture forms a ball. Roll out to fit an 11-inch tart pan. Place crust in tart pan. Press the dough evenly into the bottom and sides of the pan.
  4. In a large mixing bowl, whisk together lemon juice, lemon zest, sugar, flour, and eggs. Pour into the crust.
  5. Bake in the preheated oven for 35-40 minutes, or until filling is set and lightly golden on top. Cool before serving.
