In a medium saucepan over medium heat, combine the water, sugar, salt, and butter. Bring to a boil and remove from heat. Stir in flour until mixture forms a ball.
Heat oil for frying in a deep-fryer or deep skillet to 375°F (190°C).
Spoon the churro dough into a piping bag fitted with a large star tip.
Carefully pipe 4-inch strips of dough into hot oil. Fry the sticks until golden, then remove them to drain on paper towels.
Combine 1/4 cup sugar and cinnamon. Roll the churros in this mixture while still warm.
